Ethnic Disproportionality in Georgia Schools

According to the Individuals with Disabilities Education Act of 2004 (IDEA), school systems who are significantly disproportionate in special education due to inappropriate policies, practices, and procedures must provide Early Intervening Services. The Georgia Department of Education has provided training, in person and through conference calls, to school systems in order to assist them in identifying areas for improvement and developing effective plans for action. As an additional option for training, electronic modules are provided that can be used with teams of educators as they address disproportionality. This training will be most beneficial if local school system teams include central office administrators, school administrators, general education personnel, and special education personnel. The 10 modules provide a framework for: analyzing quantitative and qualitative data in a school system, determining priority areas for improvement, and building effective Early Intervening Services that will reduce disproportionality due to inappropriate policies, practices, and procedures.
